Who are homeless children and youth?
The Texas Homeless Education Office (THEO) describes homelessness as a lack of permanent housing resulting from extreme poverty, or, in the case of unaccompanied youth, the lack of a safe and stable living environment. McKinney-Vento Act (Section 725) goes on to further identify homeless children and youth as those who lack a fixed, regular, and adequate nighttime residence.
